NCC To Shape Future Of Application-to-Person Messaging

Nigerian Communications Commission (NCC) has reaffirmed its commitment to shaping the future of Application-to-Person (A2P) messaging in Nigeria, a vital component of the nation’s digital communication landscape.

Speaking at a Stakeholder Forum convened to address the challenges and opportunities within this critical sector, the executive vice chairman/CEO of the NCC, Dr. Aminu Maida, called for collaborative efforts to refine a proposed regulatory framework for A2P messaging.

A2P messaging has become indispensable for businesses, governments, and consumers alike, enabling real-time notifications such as bank alerts, healthcare reminders, promotional campaigns, and public service updates.

Maida who was represented by the Ag. head, legal & regulatory services of NCC, Mrs. Chizua Whyte, emphasized that the platform is not only driving efficiency but also playing a crucial role in Nigeria’s socio-economic development.

“At the NCC, our strategic focus encompasses the government, consumers, and the industry—our licensees. Each stakeholder is integral to the success of the A2P messaging ecosystem,” Maida noted, while highlighting the platform’s ability to empower public service delivery, enhance consumer experience, and foster innovation within the industry.

However, the international A2P messaging space in Nigeria is grappling with challenges such as fraud, spam, data privacy concerns, and unfair value distribution across the ecosystem. These issues threaten its sustainable growth, prompting the NCC to act decisively. The proposed regulatory framework, unveiled at the forum, seeks to address these gaps by ensuring fairness, transparency, and security across the value chain.

Maida urged stakeholders—including operators, aggregators, service providers, and consumers—to engage constructively and provide feedback that will shape the framework to meet the needs of all parties.

“Our goal is to create a sustainable and thriving A2P messaging ecosystem that protects consumers, promotes fair competition, and unlocks new opportunities for growth. To achieve this, your active participation today is essential. I urge you to engage constructively, provide feedback, and contribute ideas that will help shape the future of A2P messaging in Nigeria,” he stated.

This forum reflects the NCC’s belief in inclusivity and collaboration as the foundation of effective regulation. Participants expressed optimism that the deliberations would lead to a robust framework capable of driving innovation while safeguarding stakeholder interests.

He assured Nigerians that the Commission remains committed to providing a regulatory environment that supports innovation, protects stakeholders, and ensures that our telecommunications sector continues to thrive.
